European Social Fund (ESF) is one of the EU Structural Funds, designed to reduce disparities in the level of welfare and living standards across countries, states and regions, and thus promote economic and social cohesion.ESF is dedicated to promoting employment in the European Union. It supports the workforce and companies in member countries of EU to cope with the new global challenges. Brief:
Funding is distributed between member states and regions and especially between those who are more backward in their economic development.
To achieve the objectives within the 2007-2013 period between the Member States and regions will be allocated 75 billion Euros.

As a result of full membership in the European Union on 1 January 2007 Bulgaria participates in the Community Cohesion Policy programming period 2007 - 2013 The purpose of this policy is to support economic, social and territorial cohesion by reducing the difference in the development of regions and Member States. Financial instruments for the realization of this objective are the European Regional Development Fund (ERDF), European Social Fund (ESF) and Cohesion Fund (CF). To absorb these funds, Bulgaria accepted the program documents: the National Strategic Reference Framework (NSRF) and the seven operational programs (OPs), one of which is the Operational Programme "Administrative Capacity" (OPAC). OPAC was signed on October 3, 2007 by the Euro commissar for Employment, Social Affairs and Equal Opportunities Vladimir Shpidla.
The strategic objective of OPAC is: Improving the public administration to implement effective policies, quality services to citizens and businesses and create conditions for sustainable economic growth and employment, increase professionalism, transparency and accountability in the judiciary, and enhancing capacity of civil society.
